Italian football authorities and their disciplinary systems to combat racism are”not fit for purpose”, says that the chief of anti-discriminatory body .
The claim has been made after Cagliari were rid of chanting towards Inter Milan striker Romelu Lukaku at a Serie A match.
Cagliari fans subjected to monkey chants lukaku when he scored a penalty in a 2-1 triumph for his side.
“The rot is profound,” Fare executive director Piara Powar told BBC Sport.
“We consider the Italian government and the disciplinary method is just not fit for purpose.
“Whether it’s the FIGC [Italian Football Federation] or Serie A, they have neglected to safeguard countless players from racism over the past year and don’t have any substantive response to the endemic racism from stadiums.
“There aren’t any observable campaigns, no progressive fan leaders, as well as apathy and prejudice one of the media.
“No-one has been taking the problem seriously – no-one apart from the gamers, the sufferers themselves, and a few allies who have been brave enough to stay up”
Serie A believed it was”seriously and always engaged in actions against racism”.
It included:”I will affirm our highest effort to fight racism. We did a whole lot before and we’ll do [a lot] in the future as we announced a few days past a campaign about this that we will develop in another month.”
The FIGC was contacted for a response.
The Fare Network, an organisation seeking to fight inequality in football, says it is awaiting a reply and has contacted the FA to attempt to use it.
Meanwhile, Fare’s job to fight racism in Italy involves working with a government service, non-government organisations and other elements of society.
Belgium global Lukaku explained the abuse that he suffered showed the game was”going backwards” and that he expected”the football federations throughout the world respond strongly on all instances of discrimination”.
The report to the incident conceded that chants, shouts and whistles were directed at Lukaku by Cagliari lovers, but stated they weren’t sufficient in”dimensions and perception” to merit punishing the club and its fans.
Anti-racism charity Kick It Out stated:”This is a cowardly choice from Serie A and the Italian FA, in response to disgusting racist abuse directed at Romelu Lukaku.
“We can only presume that the Italian authorities don’t care they are effectively endorsing this behavior.
“As they refuse to take action against repeated racist abuse from exactly the same group of fans, it is all about time Uefa stepped in and demonstrated some direction.”
This is the third time Calgliari have been researched for alleged racist abuse within the past two years after cases involving Moise Kean, the Italy forward currently at Everton, along with his subsequently Juventus team-mate, France international Blaise Matuidi, but no action was taken over some of the events.
A number of Inter Milan fans claimed Cagliari fans were showing Lukaku a kind of”esteem” if they aimed monkey chants in him.
A statement from Inter fan group Curva Nord said”Italian fans aren’t racist” along with the abuse had been gamesmanship.
“It shows you that there’s no basic understanding of exactly what racism is and why what they do to black players is displaced,” explained Fare Eastern Europe development officer Pavel Klymenko.
“There has to be a whole lot of educational efforts put in.
“This lack of understanding runs very deep. It isn’t just the ultras, it’s the entire system of Italian soccer and the society”
